  2. Never. (Or arguably when it moved off the gold standard)

    Politicians are laughable. They can't value or devalue the Dollar, period.

    It's a free market on a foreign currency exchange based on trade numbers and the amount of people who hold one currency vs another.

    The only way any politician can "officially" devalue or value any currency is if you let them. If a politician could do that at will, don't you think they would?

    The only way politicians could influence the value of a currency is to adopt trade policies to help or hinder that currency.... That is both a.) trickier than you can imagine. b.) something politicians don't understand at all.

    (Watch CSPAN when the head of the fed gives a report to congressmen. They all try to have an intern come in with some random papers and make themselves look busy so they don't openly stare in dumbfounded stupidity. It's hilarious to me.)
