  1. it was way back in like the 20's or 30's but i dont think the punishments got really bad until decades later


  2. At the Federal level, possession and cultivation was first made illegal in 1937. Regulations of any kind started in 1906.

    After the utter humiliating debacle that was Prohibition, the old 19th century Temperance Unions still needed something they could hold up as a victory so they chose marijuana.

    At the time, marijuana was smoked exclusively by jazz musicians, college professors, and Greenwich Village bohemiahs making it a pretty safe choice not to result in the kind of backlash caused by the idiocy that was Prohibition. What they didn't count on was the abject stupidity of the folks in Washington who helpfully made a film called "Reefer Madness" designed to promote the horrors of the evil weed. Oh, and they promoted it alright. After seeing the film, millions of high school kids in teh early 40s thought, "Man I have to try that.."
