I bet there was an increase in the number of them during WW2 when many of the young moms went to work in the factories.  Families provided alot of the care, but in metropolitan areas, I'm sure there were some enterprising individuals.

Frederich Froebel is known to be the founder of kindergarten... 1800's i believe...

While there were a few instances of daycare centers earlier, preschool really started during WW2 when women started going to work in order to replace the men who were fighting overseas.
