it was immediately after the conclusion of the 2nd world war.   during versailles,  they discussed it and closed down league of nations and un was born.  it was supposed to bring the end of such devastating wars.  and to hv an international forum for all nations.  usa being the rich nation then and now  promised to fund it and insisted to hv the hq in ny instead of switzerland wh maintained its neutrality thru out all the wars
