Consider what you are asking.

What organization would conduct a census of a continent?   The United Nations (and the CIA) makes estimates of world population, but not an actual census.

An individual country may conduct a census on a periodic basis.  So, when you ask, "When was the last census in Africa?", the answer would be for a single country.
