If you mean in which the center passed with 60 miles then 2001's Tropical Storm Barry.  The last hurricane to do that was 1998's Hurricane Earl.

It was a Category 4 hurricane, Hurricane Dennis July 10,2005 it made landfall between 10:00am and 4:00pm that day. But the last hurricane to have the eye directly pass over Panama City was a category 1 hurricane, Hurricane Earl. It passed over at exactly 7:00am on August 31,1998 with a wind speed of 130km/h (81mph).
