When was the last time anyone was on the top floor of carnival ?

Am I correct to assume you mean the VERY top floor?  The floor where the topless sun bathers are?

My daughter & I actually went up there - to see if it was for real.  And yep.  It was.  We immediately turned around and went back down the stairs.  

** For those that have not sailed on Carnival - do know that this area is blocked off for anyone under 21. Many cruise lines have a topless deck that is not accessible to all - age dependant.  **

Yes there is a topless deck but it isn't loaded with a number of women looking for a good time.  I've only been on 1 cruise and only went up to the top deck once but didn't seem to be any big deal.
