  1. In December of 1997 any train operating over a grade crossing running over 20 mph had to have ditch lights.But we started getting them on our locomotives in the early 90's


  2. Indeed, I believe December of '97, as Andy stated, was the cut-off date when the FRA mandate went into effect.
