  1. The answer is 'C' in that:

    The 13th Amendment was proposed by the 38th Congress to the States on 31 January 1865 and was ratified 6 December 1865.

    The 14th Amendment was proposed by the 39th Congress to the States on 13 June 1866 and was accepted as ratified 9 July 1868.  (In some circles debate yet continues as to whether it Constitution requirements for ratification.)

    The 13th Amendment was proposed by the 40th Congress to the States on 26 February 1869 and was ratified 3 February 1870 unless the withdrawal of ratification by New York was effective; in which event ratification was completed on 17 February 1870, when Nebraska ratified..
