They want to start the program in January but they are giving commuters until June to get adjusted and you don't necessarily need a passport, this depends on your citizenship naturally but there are border crossing cards you can buy for much cheaper price than getting a passport to cross into land borders only but if you plan on traveling by air you will need the passport.  Check the rules and guidelines from your local postal service, they will have the information on how to obtain the border crossing cards and passports for you.

  7. the tentative date set for the passport implementation is June, 2009; and it is not so much the getting into Canada that will be the problem, it is the U.S. government that will require a passport for re-entry into the United States.
