Aside from hybrid cars and a few hard-to-find electrics, there aren't many vehicles available in the United States that use anything other than conventional internal combustion engines.  In fact hybrids still use gas; they just use less of it.  That's a big part of the problem that needs to be solved.  New technologies need to be explored and made available.  No politician can pull an alternative vehicle out of thin air, but he can provide the incentive for someone to build one.
