  1. theres no such thing as high speed dial up. there's dsl, cable, t1,t3, and fios. if i were you, i'd get dsl from verizon for just 15 dollars or if you want the fastest they offer, get their fios.

  2. There isn't any such thing.  The closest you will get is dsl.

  3. DSL will only come to your neighbourhood when your local exchange carrier believes they have a large enough subscriber base to support the investment and have enough subscribers to make it profitable.  Get together with your neighbours and petition your local carrier letting them know you want DSL Internet.

Otherwise, it is possible to subscribe to ISDN service which will give you up to 128 Kbps and possible 256Kbps data rate speed.  ISDN is in essence "high-speed dial-up".  ISDN is what businesses used for digital access over PSTN phone lines before Internet DSL service became available.

If you can't get DSL anytime soon, ask your local phone company if they can provide you with ISDN service at 128 or 256 Kbps speed for Internet access.  There are some exchanges that still provide ISDN service.  It requires a special dial-up modem, is a little more expensive, but may be the only way to get speed higher than the standard 56Kbps modem speed.

I have Cable "Lite-Speed" Internet with my cable company.  Lite-speed is only 256/128 Kbps (256 download/128 upload) and I get by just fine.  I even use it with various VoIP services and get by fine..... I just can't surf while talking on the VoIP phone, if I want good voice quality...  So, if you had 128/256 ISDN Dial-up service, it would be much better than 56K dial-up.
