still the authorities have not wake up

now due to election some work is going on

when the rails will run

I think you answered your own question.  The closer to the elections the better chance you have of seeing the project complete.  It is the same throughout the world, the closer elections are the more things get done or prices go down.  It is to ensure that the people in power maximize their chances for reelection or ensure their party will have the most positive exposure during election time.
