  1. Puruv is correct. If the acc is not varying, the instantaneous value is always equal to the average.

    But that is not the only case. If the acc is varying, the instantaneous value could equal the average at many points. For example, if the instantaneous value is a sine wave, then it is equal to the average value twice per cycle.

    The most complete answer is when the slope of the secant line of a velocity function (the average acceleration) is equal to the slope of the tangent line of the same velocity function (the insantaneous acceleration).  At these points, the average and instantaneous acceleration are equivalent.
