When will the new costs of learning to drive begin?

I just read that learning to drive will soon be more expensive, with each lesson and the theory test changing and costing more, when do these changes begin?

The government consultation paper isn't due to be published until September 8th, it then has to go before Parliament. I wouldn't expect any changes until the end of the year although its more likely not going to happen until sometime next year
