  1. I found this and maybe it will help, good luck.

    The Construction Industry standard, 1926 Sub-part M, states that fall protection is required when an employee is working at a height greater than or equal to 6 feet.


  2. http://www.osha.gov/Publications/Homebui... covers ladders.  Ladders or stairs must be provided when there is a 18 inch or greater change in elevation, and fall protection kicks in at 6 feel above the stable work surface.
