When would a new start-up small business pay capital gains tax anyway?

Barack Hussein Obama said he would eliminate the capital gains tax for new start-up small businesses. Can anyone give a circumstance of why a new start-up small business would need to pay capital gains tax in the first place? Unless they sell their business but then they wouldn't be a new start-up.

Was Hussein Obama just saying something stupid just to pretend to sound pro-small business?

  4. Businesses owe capital gains taxes when they make capital gains.  If you wish to start a small business that MAKES no capital gains, I suppose that is your absolute right!

    Large, well-established businesses (by necessity) spend a lot of time looking for ways to reduce their tax burden.  Typically, small & young businesses are delighted to be paying taxes...it means they are succeeding!
