Well they say if you don't like the weather in melbourne give it 10 mins and it will change! So even when the rest of Australia is stinking hot it can still be raining and windy in Vic! I would say November to March is your best bet during the summer months.

if you want to go to the beach then in summer but it will be very busy. I would say winter because you get to go skiing and also go to places like Luna Park.

Depends if you prefer winter or summer.

Winter ~ june/july for skiing & winter sports. Mt. Hotham is good for this. Bright is great place to visit in Winter too.

Summer & Autumn  ~ probably December ~ end of March. Western Victorias beaches are good for surfing ~ Torquay/Woolami.

East coast Victoria ~ 90 mile beach is great. Music festivals are mostly held in summer/Autumn too)

March is Victoria's best time as far as the weather is concerned. Because of this, they always seem to schedule major events around that time too, so there is usually something happening.

Victoria is very diverse, beaches, snow, even desert in north of the state, If you mean Melbourne, it's probably best from about September to April, there are a few really hot days over summer but it is not in the tropics so is it not humid. Always bring an umbrella, but generally it won't rain all day, locals always say we get "four seasons in one day" and this can be any time of year. As for Victoria, it is cooler south of the "great diving range", which are mountains that run across the middle of Vic and NSW.  It can be very hot in the northern regions in summer.
