When would this quote be used mostly? When is it appropriate to use it?

I would say it would be used mostly in advice or as an important thought to bear in mind if you were dealing with a relationship of some kind.  It could be appropriate in a variety of contexts because it could even apply to business colleagues. I think it's a very sound quote actually!  I'd never heard it before but it makes complete sense to me.

I'd recommend a love life, or failing intimate relationship. I would say it to someone who is going through a rough spot in his/her relationship and in need of a reason to continue with the significant other.
