You don't need any special note or test to drive a manual.

I got my license on the auto.  Then few years later I got my first manual.

In the United States, regardless of what car you drive, you can still log hours while in the instructional permit phase. No special license or paperwork is needed.

Although it is recommended if you intend to drive a manual, you practice in one.
