  2. Clearance is always first.  You typically would call them up to 30 minutes prior to your scheduled departure time.

    Next comes ramp control.  They will authorize your pushback and direct you as to where to taxi.

    Depending on how busy they are, they may be using a metering frequency.  Metering can be done by the ramp but is sometimes done on a special metering frequency.  Their job is to locate you on the airport, ensure your clearance is copied, and sequence you to the runway.

    After metering has given you the OK, they hand your strip over to the ground controller.  The ground controller will contact you and give you your taxi instructions.
