I wonder which bible this guy  is using. My bible (NFPA 70 (NEC)) says in table C.8 Maximum Number of Conductors or Fixture Wires in Ridgid Metal Conduit (RMC).

For TW AWG#8 in a 1" conduit is 8 wires.

In the US the NFPA 70 (NEC) is the Bible the counts.

The Philippine Electric Code wjhich is based on the US  Electric code  says 7 NO.8 AWG Type TW conductors can be installed in a 1-inch diameter pipe.
