  1. You need a passport (it sounds like you don't have one) or a government-issued photo ID with a birth certificate.


  2. Since you are under 18, you must also have a letter of permission signed by both parents and notarized, giving the adult you are with permission to take you out of the U.S. and into Mexico.  See site below and read the section on minors under Entry Requirements.  And you will need your birth certificate.  As a minor , you are not required to have the photo I.D., but at 17 you should have one and it really is best to have one with you too.
