you give best answer to those that answer the way you expect it or to those who actually give the right answer?

i give to someone who puts a lot of thought and reason into what he writes

To those whose ideas are closer to the situation at hand/asked. If some one provides some opinion that is relevant to the question, then s/he get the best answer.

I vote on the one I consider the best answer. I don't ask a lot of questions, but when I do I have gotten some terrific answers and hate that I can only have one best answer. I do try to give a thumbs up.
