When you call a Yahoo! Phone In number with a land line phone, are you charged a long-distance rate?

AOL offers its customer a free Internet phone number that people can call using a land line phone and it does not charge the land line phone for calling the AOL Internet phone number. So, if I were to call a Yahoo! Phone In number by using a land line phone, would I be charged any money for making that call, even if the person I am calling with the Yahoo! Phone In number lives across the street?
