When you call a cell phone that is hosted by att and get this message?

what does it mean when you call someones cell phone that is through ATT and it makes a strange music noise and says "i'm sorry the person you are calling is not accepting calls at this time, please try back later"

does this mean there phone has been shut off?

yeah it means their phone is shut off because my mom turned my phone off and i get the same message when someone calls
