i deleted a program and now its back......

  2. If you only deleted the icon and did not uninstall the program then it is not gone. You have to uninstall a program, not delete it.

  3. Which program?

    Maybe you should try "Install/Uninstall Programs" from control panel. You need to uninstall it to get rid of it, deleting it won't.
