They recuit u and show interest in u. After that if the college offers u a scholarship u get to pick which college u want to go to.

For a example if I was getting recuited by duke and north carolina and they both keep recuiting me and they both offer me a scholarship however north carolina showed more interest in me i would decide to go to North Carolina over Duke
