  2. Yes - VoIP is an acronym for Voice Over Internet Protocol.

    So, it doesn't matter how, or with which company you use to talk voice over Internet, it is still VoIP, as long as your voice is transported over the Internet.

    The easiest and cheapest way to VoIP is to use software on your computer to talk PC to PC.  All you need to get started is a headset with built-in microphone.
