When you order a cup of coffee or ice tea, do you assume that it can be refilled for free?

If there is no clear sign states that there's a 'no free refill' policy.

many restaurants in Europe also require additional payment for coffee and tea refills

just depends on local custom first then always the posted policy of the individual business can over-ride that.

With the exception of Starbucks pretty much everywhere you go offers free refills.

yes....and if you order a coffee at starbucks and its still brewing...it's free. I was shocked by that. I always get a venti coffee at the same time of morning and for the past 3 mornings its been free because they didnt have any ready!

With coffee specialties, no.

Outside the USA, no.

i wish starbucks honored the free refill rule!!!  Everywhere else, yes I assume it is free.
