When you see garbage in the grassy areas on the highway?

all up, but you can't because of other things

I would if there were not so many crazy drivers out there and also the police would probably give me a ticket for doing something nice..

No. There are road workers paid with tax dollars doing that, and I don't want them to get lazy.

Stopping a truck on a busy highway is not safe.  Leave it for the government.
