  1. when u finger the 2nd fret on the low e string you let your finger touch the a string and that causes it to not make a sound and let u strum

  3. I'm looking at your diagram and I don't recognize that chord fingering (and I've played guitar for 37 years!) so I think you have something wrong there.

However, assuming that was a real chord -- you'd strum all except the first (highest) E string.

BTW, what you have diagrammed is not a "note" -- its a "chord".  If you played just one of the strings, you'd have a single note.  A "chord" is when you play two or more notes together.

But you wouldn't necessarily strum all 6 strings on every chord.  For example, if you played this chord:

    E_0_____________

    B_1____________

    G_0____________

    D--2____________

    A_3____________

    E______________

This is a C chord. The root of the chord (a C note) is at the 3rd fret on the A string.  You would strum only the top 5 strings and not play the 6th string.  Or this:

    E_2________

    B_3________

    G_2________

    D_0________

    A__________

    E__________

This is a D chord.  Here the root of the chord is the open D string so it usually sounds best if you strum only the top 4 strings and not the 5th and 6th strings.
