No, I don't.  Not nearly so annoying as bicyclists.  In my area, horses are a total novelty, you very rarely see someone out riding on the roads.  I love to ride, and when I was a kid we didn't have a horse trailer, so if I wanted to explore beyond our property, I had to road ride.  30+ years ago it wasn't a big deal.  People were more considerate, I guess the fun game morons play of "Ooohh....let's see if we can scare the horsie" wasn't invented yet.  Now, I don't road ride if I can at all avoid it.  When I do come up on a horse and rider, having been there/done that, I just slow down and pass them carefully, and mentally give them credit for having more nerve than I do anymore.

no, the way i look at it we should have the right of way...horses where here long before cars

I've never seen a person actually riding a horse somewhere except for those poor horses in NYC pulling a carriage. :[
