It depends on where you want to surf. Some breaks are best at high tide, others at low tide. Tides change everyday, so you need to know if the break is best at high or low, and then get a tide table and find out when the tide is high/low. The 'dawn patrol' is usually the least crowded time at most breaks, and if the tide is right, it's a great time to surf. A lot of really popular breaks have a crowded time, regardless of whether it is breaking at its optimum or what the tide is. If you are a beginner, and likely to get in the way, or you don't like crowded line-ups, avoid those times (10 to 4 seem like the most crowded times most places). Late afternoon maybe cool, but dusk is unwise. Brother shark likes to take his dinner around dusk, and you might accidentally become an appetizer (but never a main course, for some reason, we really don't taste too good).

It depends. The best time is to go when the waves are best. For some places thats low tide and other places its high tide. Some places it doesn't matter all that much. It depends where you are going.

depends, if you want to catch the good waves, early morning, but its crowded then, evening sessions are always nice, id go around 10 am. The tides are the big factor, many breaks work at low tide with the tide coming in, but it varies, check it out online. and just to add, with some spots high tide will cause the sandbar or reef to get flooded, and then it wont break the wave, or the wave will fatten out,
