These may be separate issues. Urinating frequently can be a sign of diabetes. The pre-s***n is normal.

Urinating frequently is not bad (as long as you drink liquids frequently)...

In fact it's very good so that your body is cleaned from toxics as your kidney is washed frequently...

Now, coming to the wet-underwear issue:

You are having 2 different problems.For urine leakage you better see a doctor.Your producing precum when your excited by s*x,it is very normal and you should be thankful.There is no way to stop it unless you learn to control yourself and don't think of s*x.

I don't know about the urinating problem. Unless it's just from drinking a lot of liquids, you might have to check with your doctor.

When I get an erection for a long time (a few minutes) without doing anything about it, I get pre-c.m. If I'm not careful, it leaks through my underwear and leaves a wet spot on my pants which can be very embarrassing.
