If you are asking for indoors, private room, then you are talking about a hotel and there isn't a hotel that will do it for $20.  I assume with that many people you are staying in Waikiki, then the cheapest would be The Cheesecake Factory.  Limit everyone to $20 and you'll be fine.

pretty much any hotel in Honolulu.  you can check their websites.  pacific beach hotel has a great buffet.  i know this because my aunties work there and I'm pretty sure they do lunch for under $20 per person.  have a great lunch

Go to the Willows and have their lunch buffett (19.95 on weekdays).  It's about a ten minute drive from Waikiki and can be a little hard to find since its in a residential neighborhood.  They have a valet service so you don't have to worry about parking and do have private rooms.  Its actually pretty nice inside the restaurant and a favorite of locals (I went there for Mother's Day).
