  1. t*t for tat in society means that who does something wrong shold be punished by us

  2. Uh, just about everything in society is set up on a t*t-for-tat strategy.

I go to the store, and they get money, I get food.

Every religion has t*t-for-tat -- you promulgate the religion (by believing and following it), and you get whatever goodies the religion promises (or so you believe).

  3. Matthew 5:38 "Eye for an eye, tooth for a tooth".

As far as the winning strategy for the game-theoretical t*t-for-tat situations of retaliating once for your adversary's defection, forgiveness, followed by another attempt at collaborative effort with them, I think you would need to combine a few heuristics besides Matthew 5:38. You could make a case for Christianity if you believe it focuses on both justice (retaliation) and forgiveness (subsequent trust).

I would suspect there are examples in other religions in that some hold they are systems for trust creation. (example Tilly 2006 "Trust and Rule")
