Where's the best place to celebrate a wedding anniversary?

I'm on a budget but still I want to surprise the love of my life.

Some place which is not too commercial (no malls please) I want it as creative and memorable as possible.

If I wanted a frugal but memorable anniversary I'd try something different like recreate that first date (if the original place is far away or gone), or pack a picnic for the park (a jug of wine, loaf of bread and thou).  ;-)  Another idea might be to buy some steaks, seafood, or an eggplant and cook it together (especially if this isn't the usual practice) spend some time kissing and fondling while you're just watching the food and then set the table with candles and the good dishes.  Write a nice letter for your mate telling them how blessed you are that the two of you met is another simple but pretty meaningful act.  

And if your budget is very, very tight, I can almost guarantee you that if you tear his clothes off as soon as he walks in/wakes up, what ever the other events of the evening/day are it will be a memorable anniversary.

why not brush-up your house? turn it into a silk kingdom...

or maybe, you can just have a romantic picnic in your garden....

lay a mat on it, have some good food handy, a bottle of champagne... lit a candle.... watch the stars... feel the breezee..

It depends...if you are celebrating it in Manila, you can consider having dinner at Melo's. The place is cozy and they have variety of food in the menu. You may want to check-in in a hotel for a day or two so you can have the days all by yourselves. You can have your lunch and dinner there.
