It depends on how many people you want to accomodate, Sugbahan city would be good.  Try the area close to Chong Hua Hospital, not Larsian ok. I have eaten in this place called STK (Sugba, Tuwa, Kilaw) Its a house converted to a restaurant. I like their grilled pork belly, squid and scallops! There was 14 of us and I paid like P1,300 more or less with dishes like grilled pork belly, bar-b-q's, pork chops, soup, grilled fish, kinilaw, and the charcoal grilled scallops! Bottomless ice tea, fresh mango shakes.

try sugbahan city. its in mango ave. you can also try mactan grill. they have several branches within cebu. its very affordable and their ice tea pitcher which is only 70 pesos can serve 4 people
