Avoid the agencies at the airport and in the hotels. They are more expensive.

In Havana I would recomend you to check out the car rental across from the Havana Libre hotel or the one right to the left after the tunnel to Miramar. They rent their cars 10 CUC cheaper on the average.

"Rent-a-Car" is a description of what they do - not the name of a specific agency.

All the agencies charge much the same - and none are particularly cheap. (Apart from Via Gaviota, all the agencies belong to the same parent - even Rex, now.)
