I am glad you said where you were because of course the cost of getting to a place makes a bit part of the total costs.

Well you have vacation places in california, but if you wanted to go to another country, for you living in California then mexico would be cheap to get to. There are some very cheap vacation places in Asia but you would have to spend $1,000 at least to get there. If you are looking for a place to have a cheap vacation in another country, then if living in California I would say Mexico would be a good choice.
