I'm in the Golden Horseshoe area about 45 minutes from Toronto. If anyone has any address of an office in the area that might help me in getting the answers I'm looking for that is also welcomed. The Ships' bunkers' Easy Acquisition (SEA) CARD Program is the DESC's worldwide marine fuel procurement program. The program constitutes the re-engineering of the acquisition process for ships' fuel and will result in a more efficient payment process for vessels and DESC customers. Upon completion of the pilot, SEACARD Program participation will be mandatory for all DoD and Coast Guard vessels for both contract and non-contract lifts throughout the world.

The SEACARD Program is based upon a web system known as SCOMS (SEACARD Order Management System). SCOMS allows vessels to initiate fuel requests and allows merchants to respond to fuel requests online. In addition, SCOMS allows for electronic capture of specific fuel delivery information, including fuel type and quantity.
