Where and how should I buy a moped/ scooter in LA (san fernando valley) ?

Question

Im an international student from Europe looking to buy a 50 cc (or less) scooter that I can drive without a license.

I have a few questions tho : where should I buy it ? I am looking for a cheap one (a scooter not a moped). Price around 600 - 700 dollars (Could be less if possible). I would pay a 1000 max.

Also , where would be the best place to lock it (safest) during the day when I have classes on campus ? Whats the best type of lock I should buy ? Please give tips on how to avoid having it stolen from me.

Regarding locks:  I would get more than one.  You can never lock it up so much that it can't be stolen, but you can make it harder to steal yours than the one next to it.  Thieves will go for easy targets first.  That's why they are thieves - they are too lazy to work for something worthwhile.  If they have to spend 5 minutes to get yours free, and 2 minutes on the one next to it, guess which one they'll grab?
