Where and when to buy foreign tourist quota train tickets?

i arrive at mumbai airport on 21:30 and would like to catch the 23:10 train from dadar (to thivim). there is no general availability but there is foreign tourist quota availability. would i be able to buy the ticket at that time? if so, can i do it at any station, for example dadar or thane or can i only buy it at cst or churchgate?
