Where are carly and spencer's parents on iCarly?

I asked my kids the same question yesterday.

They said that the father is in the military and is away from home.  They made no mention of the mother.  Since Spencer is an adult he acts as Carly's guardian so she doesn't have to travel with her father.

To me it looks like that's an explanation for a show about kid's that are "too cool" to have parents.

The kids' show/cartoon that had the cool but stern parent was Rocket Power.
