You did not specify whether you are looking for a private race track or a public off-highway recreation area.  But I will take it as you want a private race track because it appears that off-highway recreation areas prohibit pocket bike use pursuant to California Vehicle Code section 21720.

Does it have to be a place in Orange County?  Orange County is pretty lame when it comes to having cool places with the only exceptions being the beach and Disneyland.  You're not to far from Riverside and San Bernardino, pack it up in the trunk and go for a drive.
