I will still encourage you to contact the other places in my last answer because they appear to have all types of fun events and not just races.  But I will also add a couple more ideas for you.

If you plan on riding a <10mph electric pocket bike, then your own private property should serve just fine.  You will keep your neighbors happy because these are virtually impossible to create enough noise pollution to be in violation of your city's municipal codes or county ordinances.

If you plan on riding a 35mph+ gas pocket bike, then take a trip through the high desert and make your way to the El Mirage Dry Lakebed.  Now I know I told you that all State Parks were illegal, but if I'm not mistaken and be sure to double check me on this, but since it belongs to the National Parks system it might just be legal.  Don’t go trashing the place, leave it like you found it, and noone will bother you.
