Cheap drinks are hard to come by in this city, that's for sure.  I've worked at tons of restaurants here, and all of them are over-priced as far as drinks go.  A good hang out place is definitely Empire, (727 W Broad St), The Village (1001 W Grace St) has cheap drinks and food, and is fun, but if you're not into the college-y deal, you could try Baja Bean (1520 W Main St)

ahhhh richmond.

well, at penny lane they do a buy one get one free draft beer for happy hour, and they have really good beer there. great selection.

sundays at capital ale house (richmond, midlothian and innsbrook) has draft beer specials, again they have something like 200 varieties of beer to choose from.

avalon on main street has very reasonably priced beer, between 3 or 4 bucks a pop.

and almost anywhere in the fan is going to have cheap rail liquor, especially around happy hour, since it is a college area. try mulligans for a sports themed deal, three monkeys (they have great brunch as well) or cary street cafe for a hippy vibe.
