should be on the transom near the motor, on the inside of the boat

The HIN on all boats since the safe boating act of 1972 is located on the outside of the stern on the starboard side. Usually right under the rub rail.

actually, on boats it is known as a HIN (hull id #)

Check on the outside of the stern.  When you are behind the boat, mine is on the upper right hand side of the stern, stamped into the gel-coat.
