Where are the Yahoo Message Boards?New? Improved?

They are just gone. Although it brought out the worst of society in the same way that Yahoo Answers can and do at times, there was interaction. They were supposed to be working on them but that was a lie.

I believe that what you are talking about is the Yahoo! news article "Discussion Boards".  They have been closed down for seven months and it appears that they are not going to bring them back.
